GasFields Commission Qld: achievements and future challenges

Abstract

The onshore gas industry must continue to maintain and improve its social licence to operate if it is to create a positive and lasting legacy for Queensland and Australia. The GasFields Commission was established by the Queensland Government in mid 2012 to help oversee and monitor these crucial social licence issues with a specific focus on sustainable coexistence between rural landholders, regional communities and the onshore gas industry in Queensland. Since its inception the GasFields Commission has been proactive in promoting greater trust, better communication and outcomes between all stakeholders in Queensland. The Commission has established six key portfolios areas including land access, community and business, gas industry development, local government and infrastructure, water and salt management, and science and research. As a statutory body from 1 July 2013, the Commission’s formal functions include reviewing and providing advice to Government and industry on regulation, legislation and other matters related to coexistence and has the power to obtain information from relevant entities as required. Queensland is leading the nation in the development and management of its onshore gas resources and the GasFields Commission has a critical role to play in ensuring there is sustainable coexistence to the benefit of all stakeholders. It is only through sustainable coexistence that the onshore gas industry can hope to secure and maintain its social licence to operate.

John Cotter is a Goomeri grazier and GasFields Commission Queensland Chairman. He is recognised as an industry leader with more than 30 years of experience in rural advocacy.

A former AgForce President, Mr Cotter successfully represented and negotiated the rights of rural property owners through challenging times. He has also brought CSG company senior executives, landholders, government, and advocacy groups to the same table and chaired open and frank discussions on coexistence issues for the former Surat Basin CSG Engagement Group.

Mr Cotter is a life-long producer who believes in sustainably managing the land. He is passionate about profiling agriculture in urban communities and building on the success of his predecessors to promote the ‘Every Family Needs a Farmer’ campaign.
