The Hon Joel Fitzgibbon brings over 25 years of experience as a former federal Member of Parliament for the New South Wales seat of Hunter. Throughout his extensive career in politics, Joel served in Cabinet and held the ministerial portfolios of Minister for Agriculture, Fisheries and Forestry, Minister for Defence, and Chief Government Whip. He also held several shadow portfolios throughout his time in Opposition, including Shadow Minister for Agriculture, Fisheries and Forestry, Shadow Minister for Resources, Shadow Minister for Rural and Regional Australia, Shadow Minister for Small Business and Tourism, and Shadow Assistant Treasurer. Joel served on a number of parliamentary committees, covering diverse issues including regional affairs; agriculture and resources; economics and finance; employment and workplace relations; foreign affairs, defence and trade; and public administration. Prior to his time in federal parliament, Joel was a local Councillor and Deputy Mayor of the Cessnock City Council, and a small business owner. As Special Counsel for CMAX Advisory, Joel provides CMAX Advisory’s clients with corporate strategy and policy advice, assisting international and Australian businesses navigate the unique Australian business landscape. He also provides advice for Australian companies looking to expand their business overseas.



The founder of JWS Research, John Scales is a senior researcher with more than 30 years of experience. He has extensive commercial and public affairs research expertise and is quoted regularly and extensively in the media as a leading source on public opinion. John has worked for a diverse array of clients across the government and private sectors, providing a wealth of knowledge upon which to base tailored advice to clients around contemporary issues. He has conducted research for numerous high-profile communications and advertising campaigns and his sage advice is often sought by corporate and political decision makers. John is a career researcher, specialising in research on contemporary social and political issues and maintaining a focus on delivering clear and actionable results. John dissects what people are thinking and why, providing the insights needed to drive successful outcomes. John is a full member of The Research Society.



Samantha McCulloch is the Chief Executive of Australian Energy Producers, the peak national body representing Australia’s explorers, developers and producers of essential energy – oil, gas and lower-emission fuels. An internationally recognised carbon capture, utilisation and storage (CCUS) expert, Ms McCulloch has a highly informed view of the critical role the oil and gas industry continues to play in meeting global energy and climate goals. Before joining APPEA in 2022, she spent 7 years at the International Energy Agency including 4 years as head of the CCUS Unit. Ms McCulloch has more than 20 years of policy, industry and technical expertise from previous roles within government, industry associations and the private sector in Australia and internationally. She holds a Bachelor of Laws (Hons) and Bachelor of Commerce (with Distinction) from the University of Wollongong, as well as a Master of Public Policy from the Australian National University.
